The local councilors have voted the passing of the green spaces surrounding the blocks of flats in the care of the landlord associations from Ploieşti. The initiative of the mayor Andrei Volosevici is not the only one - even since the previous mandate, there have been a lot of discussions between local authorities and landlord associations. Thus, according to the new law project, the respective associations will attend to these green spaces previously arranged by ADPP Ploieşti. Moreover, to ensure a good care, SC Apa Nova Ploieşti will make the water connections necessary to water these spaces, and the water will be paid by the associations. The project also stipulates that sanctions be applied to associations who do not attend to this. Thus, the inhabitants who refuse to garden the greens spaces can be fined with sums between 500 and 2.000 lei by the Communitary Police or the mayor and its commissioners. As expected, the representatives of the landlord associations have pros and cons concerning this project. Some say that fines could have been given until now, but the Communitary Police did nothing in this respect, while others claim that nobody can make them plant flowers in front of their block. "I can hardly find the time to clean my own home, not to mention the garden in front of my block, although I would like it. I'd rather pay ADPP to come and do the gardening”, declares Brânduşa M., one of the inhabitants of Ploieşti who are suspicious about this project.
The Public and Private Domain Administration (ADPP) Ploieşti will hire 60 unemployed persons from the municipality for different activities which aim at the development of the local community. Thus, during the meeting on Tuesday, Ploieşti Local Council has approved the hiring of 60 persons who are on the lists of the County Agency for Manpower Occupation as they do not currently have a job and would work for PPDA. These people will contribute to the sanitation and arrangement of the green spaces, cemeteries, extension of cultivated surfaces etc. Moreover, the local councilors have approved the payment from the local budget of the difference unsubsidized by CAMO (AJOFM), including the social insurance contributions, for all 60 workplaces, in conformity with the stipulations of art.79 (2) from Law no.76/2002 regarding the system of unemployment insurances and stimulation of manpower occupation. The appointment of the unqualified workers for the period March 1st - December 31st 2009 means an effort of 191.040 lei for the local budget, and the incomes drawn from CAMO represent 259.680 lei. The respective unqualified workers will receive the national minimum wage, without benefiting from other increases or rights settled by the collective labour contract applicable at institution level.
The National Investment Corporation will build a gym for PE on a ground near School no. 28 in Malu Roşu this year. Thus, Ploieşti Local Council must approve the free commissioning of the ground close to School no. 28 "Nicolae Bălcescu” in order to accomplish this objective. The project is part of a programme developed by the Investment Company to build gyms.
The controversial Local Council Decision no. 7 from 2009 regarding the usage of the parking places around the blocks of flats has been modified by the politicians from Ploieşti. Thus, they have agreed to the fact that the tonnage of the vehicles carrying goods and parking in the condominium parking lots, should drop from 2 tons to 1.5 tons. Moreover, the changes forbid the parking of trailers (including touristic or other types of caravans) on Ploieşti municipality public domain. These types of vehicles may be parked only on private land. As for the vehicles exposed for sale or rent on public and private domain in Ploieşti, they will be immobilized or towed. In only a month, 37 notices and 15 contravention fines have been issued, with a total value of 8.000 lei. Those persons that do not follow the stipulation of this local law can be sanctioned with a fine between 500 and 1.500 lei (physical persons) or between 1.000 and 2.500 lei for juridical persons.
At this moment, Ploieşti municipality is in an annulment process in the case of the contract with SC Romconstruct, the firm which should have built 100 locative units on Libertăţii Street, but, according to the information on SEAP, the tender comes from another constructor. In this respect, the mayor Andrei Volosevici is certain that by the end of this year, 300 locative units will be built in the Billa area for the tenants who have been evicted from nationalized houses and for social cases. "Of course, the tender is for a price bigger than the initial one, but we could not modify the price without another bidding”, Volosevici declared. In Ploieşti, 250 family tenants are waiting for a home.
On Tuesday morning, the commissaries from the Prahova Financial Guard and the police officers from Prahova have "captured” in traffic, on DN 1 B in the locality Albeşti Paleologu, a utility car containing 78 packs of tobacco weighing 2.5 tons, without any provenience papers; the value of the unpaid taxes rising to 220.000 euro at a first evaluation. The vehicle was coming from Ploieşti and it seems that it was heading for Râmnicul Sărat when it was stopped in traffic for a routine check of the cargo and the afferent papers. The truck was accompanied by a car which was also stopped for check. The driver of the truck declared that he was carrying bran, although there were no provenience papers for this product either. The police officers discovered 78 tobacco packs behind 27 bran sacks, the tobacco being ready to be manufactured into cigarettes. Out of the 2.5 tons of tobacco, approximately 4 million cigarettes could have been made. The two drivers from Bucharest are interrogated by the police officers and the commissaries from the Financial Guard Prahova in order to establish the provenience of the cargo and uncover their entire infraction, as they are charged with excise products traffic, respectively tobacco, with the aim of commercializing them, and this is punished by imprisonment from 3 to 12 years.
